"Today, the European Parliament has adopted a report on the development policy launched by the UN in September 2011 on ‘universal access to energy by 2030’. This objective is based on the idea that access to energy services is a fundamental prerequisite for poverty reduction and sustainable human development. I voted for this report, which sets out positive principles for managing the two principal mechanisms for EU cooperation for energy access: the European Development Fund and the EU Energy Facility. These funds are negotiated with the beneficiary countries as part of bilateral or regional agreements, based on the cofinancing principle. The European Parliament calls particularly for proposals from governmental and non-governmental players, in order to ensure that funds are put to better use and are better tailored to local requirements. Besides, in this text, the European Parliament admits the
failure of the commercial approach to the field of energy in the developing countries. The text states indeed that ‘Lessons from the past need to be taken into consideration: history shows that past strategies on energy access have been implemented with strong government commitment and with investment of public funds’."@en1
