"I voted in favour. This report is positive for three reasons in particular. Firstly, because it recognises and promotes the role of women in peace-building, looking to view them not only from a victim’s perspective, but also in terms of the important role they fulfil as peacemakers. Secondly, because it again calls for the Commission to create the post of Special EU Representative on Women, Peace and Security to chiefly watch over the rights of women during conflict and to defend and support them during peace negotiations and dialogue. Thirdly, because it affirms the importance of establishing a code of conduct for EU personnel serving in military and civilian missions in conflict zones, primarily to clarify that regardless of the circumstances, sexual violence is always a crime."@en1
