lpv:translated text	"The impact of conflicts on civilians continues to be disproportionate if we take into account the variables of gender and age. The clashes taking place over the last decade have affected and continue to affect predominantly children, women and the elderly. Hunger, epidemics and violence against civilians continue to produce more victims than actual military clashes. At the same time, it is worrying that acts of violence and abuse against these groups are still regarded in some regions as legitimate instruments of military confrontation. The overall picture is even more alarming if we take into account that only 10% of the personnel in peacekeeping missions are women. Supporting the gender dimension by making the EU’s financial and institutional support conditional upon including representatives from women’s organisations in the negotiating process, as well as including a more consistent representation of women in the negotiating team, may offer appropriate strategies for achieving the objectives of the EU Plan of Action on Gender Equality and Women’s Empowerment in Development."@en1
