"The report results from complaints submitted by European citizens and shows how weak the role of the European institutions and their directives can be if they are not adequately backed up by a comprehensive monitoring network. Accordingly, the report primarily represents an extraordinary demonstration of how a democratic process originating from the grassroots can work and bring results. In particular, the report highlights the serious delays in implementing the Waste Directive in some areas of Europe, as well as numerous violations of it, including: excessive dependence on landfills, in breach of waste disposal policies; a lack of transparency in procedures for assessing the impact on the environment; and the inaccessibility of information for citizens. In any case, the recent issues affecting Campania – one of the regions discussed in the report – have shown that tangible results can be achieved if the EU method is pursued to fruition, using all the available – and perhaps coercive – tools, making it possible to overcome flaws and structural shortcomings. The role of citizens and their petitions is to be welcomed, but even more so the ability of the European institutions to fully comprehend their strength and their role."@en1
