"The EU is the leading donor of humanitarian assistance. Of the total EUR 9.8 billion of humanitarian aid provided worldwide in 2010, 41% was delivered by the EU (accumulated by funds from the 27 Member States in addition to the Commission through DG ECHO). These funds allow the EU to show solidarity and provide immediate relief to regions hurt by natural and man-made disasters. The EU’s growing involvement and importance as a humanitarian aid provider is on the rise, and so are the requirements to ensure proper use of taxpayers’ money; thus, I welcome the current report, which reviews the budgetary control of EU humanitarian aid management by DG ECHO. Identifying areas of weakness in control over the funds and proposing points where improvements could be made is important for enhancing the efficiency and effectiveness of humanitarian aid money. However, I also believe that the evaluation process should take account of the fact that most recipient countries do not have the proper means to provide a full account of how money was spent, especially in a time of emergency. Therefore, we must also show flexibility and adjust our budgetary control requirements to the existing capacities of the recipient countries, in order to ensure our money is properly spent."@en1
