lpv:translated text	"Articles 49 and 54 of the Treaty on the Functioning of the European Union guarantee freedom of establishment for all companies and firms. Cross-border company migration and the opportunity to transfer company seats to other Member States is one of the crucial elements in the completion of a properly functioning internal market. Transferring companies to other Member States has hitherto involved administrative difficulties and a lack of legal certainty because legislation on the transfer of firms or companies is implemented inconsistently in the Member States. The majority of the participants in the public consultation published back in 2004 believed that the adoption of a company law directive on the cross-border transfer of company seats would be useful and would guarantee a harmonised regime throughout the Member States. I therefore welcome the European Parliament recommendation that the Commission should submit a proposal for a directive on the cross-border transfer of company seats."@en1
