"The new Article 21 of the Treaty on European Union (TEU), as introduced by Article 1(24) of the Treaty of Lisbon, recognises that the Union’s actions are guided by ‘democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity and respect for the principles of the United Nations Charter and international law’. Sanctions are applied pursuant to the Common Foreign and Security Policy objectives, as set out in Article 21 of the TEU, which include promoting international peace and security, fostering respect for human rights, fundamental freedoms and the rule of law, and consolidating democracy and good governance. However, the application of sanctions or restrictive measures is only effective if it forms part of a consistent and comprehensive human rights strategy for the EU and its Member States. It is therefore necessary that the interests of individual Member States have no bearing on the imposition of sanctions on countries not promoting peace and security, fostering respect for human rights, fundamental freedoms and the rule of law, or consolidating democracy and good governance."@en1
