"Madam President, targeted sanctions are an essential soft power economic mechanism against misbehaving states that the EU can deploy to enforce the combined political will of its Member States. Most recently, the measures agreed by the EU in denying Iran some of its oil revenues are making it harder for the leadership to move money around the world, as a result of its non-cooperation with mandates and orders from the IAEA and the UN to conform with its international obligations over its nuclear programme, and this will now put much more pressure on Tehran to come back to the negotiating table. I therefore welcome the Watson report and especially its recommendations for developing a consistent and coherent sanctions policy in the Council of Ministers, and its emphasis on the importance of acquiring wider international support such as the UN for EU sanctions to give them even further punch and effect in future."@en1
