"Mr President, I wish to express my satisfaction that Parliament, through this annual tax report, has supported the principle of fiscal federalism that forms part of the economic agreement between the Basque country and Navarre. Devolved income generating powers, as well as devolved spending powers, promote responsibility, prevent deficit, and encourage the development of effective policies to support a productive economy. Likewise, support for Member State legislation in this matter is essential for the regions that already have fiscal powers devolved and for those that are calling for them to be devolved.
Our support for the principle of fiscal federalism is enhanced by our agreement with the principles of financial stability, our support for the economic governance package and for tax harmonisation. We would, however, like the regional and state tax systems to be treated in the same manner, given that in the Basque country, we experience the paradox of facing sanctions from Europe for applying tax incentives identical to those employed during the same period by some Member States against whom penalty proceedings have not even been started. I am all for harmonisation, but it should be applied across the board."@en1
