"Mr President, Russia’s accession to the WTO, at the end of 18 years of negotiations, opens a new perspective on international trade relations. I think we must appreciate the Russian party’s willingness to amend almost 300 laws in order to comply with the international trade rules and to reduce custom duties in many industrial sectors. The prospect of doubling the European Union-Russia trade in the next 5-10 years is, however, conditioned by the modernisation of the Russian economy and by the full assumption of a real democratic framework. The EU-Russia partnership is conditioned by compliance with democratic values and rules. Therefore, we are concerned with the fairness of presidential elections this year, in particular in the context of the protests that followed the parliamentary elections in December. The screening on Sunday of the opposition leader on the official TV channels, for the first time after so many years of censorship, is an encouraging sign that all candidates will have unrestricted access to mass media. However, this first broadcast also demonstrates the democratic deficit affecting Russian society. That is why the electoral process is not a guarantee for democracy, except to the extent to which the elections will not be flawed, including the electoral campaign stage."@en1
