"The EU has two flagship projects as part of its policy on the exploration and exploitation of space, pursuant to Article 189 of the Treaty of Lisbon: Galileo and Global Monitoring for Environment and Security. Under the first project, satellite navigation, an initial open service, an initial regulated public service and an initial search and rescue service will be provided from 2014 onwards. The GMES programme is aimed at collating earth observation data in order to monitor climate change and global security. Today, this market is highly dynamic: the existing global navigation systems – GPS and Glonass, in addition to Galileo – will shortly be joined by a Chinese system; India and Japan are also developing regional systems. Moreover, the economy is becoming increasingly dependent on these services. A comprehensive strategy therefore needs to be adopted to ensure that the European navigation system will be competitive at global level, as well as being a strategy that, above all, serves citizens."@en1
