"The exponential growth in waste electrical and electronic equipment (WEEE) means that hard-hitting changes to the legislation governing its recycling and production cannot be put off. The growth in the sector is directly proportional to the effect on the Europe 2020 objectives for a resource-efficient economy: to achieve this, national legislation is no longer sufficient; what is needed is systematic European legislation. In line with these objectives, in addition to avoiding further damage to the environment and in order to hold on to precious resources, what we need are high collection rates, appropriate recycling standards, targeted action against illegal exports and a fairer distribution of responsibilities and costs between producers, consumers and public authorities. Parliament’s amended text seems to be in line with these requirements and, in addition, puts forward two particularly sensitive aspects that deserve attention and support. Firstly, it includes eco-design, not only with regard to energy consumption standards, but also with regard to a simplification of the procedures for dismantling or recovery of raw materials. Equally important is the requirement for the costs incurred in the recovery and treatment of raw materials to become an integral part of the product’s price, so as to form an incentive for the purchase of products with lower impacts.
