During the process of preparing the Handbook for the processing of visa applications and the modification of issued visas, however, it was noted that the wording of Article 3(5)(b) and (c)was unclear. The purpose of this amendment is to clarify this rule, thereby increasing legal certainty, on the one hand, and enshrining in law the practice that was being followed, on the other.
