"Madam President, I would also like to thank the rapporteur, Christa Klaß, for a fine piece of work. This report introduces new rules for placing biocidal products on the European market and brings a number of advantages, most of which have already been mentioned here. These include mainly the right of consumers to information and a ban on the use of extremely hazardous materials, such as carcinogens, as well as the mandatory communication of data Europe-wide, which should prevent the duplication and multiplication of tests on animals, while simplifying data protection and harmonising the fees in individual Member States. The regulation strengthens the position of the European Chemicals Agency, but at Member State level there are demands for retention of the power to withdraw permission to place a product on a Member State market on public health grounds. The ‘submission fees’ paid to the European Chemicals Agency for submitting a request at national level have also become a legitimate target of criticism. Despite this justified reservation, we are ready to support the regulation."@en1
