Apart from the United Kingdom’s choice, the only important thing to mention about this European Council is the decision by the Heads of State or Government to conclude an international agreement between the Member States of the Union.
Unfortunately, however, the much hoped-for response or responses – or even progress towards the solution of the European sovereign debt crisis – did not arrive. It did not arrive because, at bottom, this agreement mirrors everything already adopted in the economic governance package and offers absolutely nothing new; if anything, its failing is lack of ambition. However, instead of opting for consistent Community-method solution based on democratic principles, it opted to regress; to return to a period before the Treaty of Lisbon. As such, I fully support the motion for a resolution adopted here today, and I would reiterate the urgent need to seek a solution based on the Community pillar, whether through the possibility of issuing joint debt, of creating a common bailout fund or of any other option that deals directly with the crisis in which we are mired."@en1
