"Today during the sitting in Strasbourg we voted on the report by Ms Nielsen on the state of implementation of the EU Strategy for Central Asia. The rapporteur reminds us that since 2007 the EU has strengthened its relations with the countries of Central Asia, which are of strategic importance to Europe, and has introduced regular bilateral dialogues on human rights and national water policies.
However, the EU has not succeeded in incorporating its various objectives into programmes that are effective and suited to the realities of the region and the — often tragic — events in Central Asia which could have repercussions for Europe. The rapporteur takes the view that the EU must take steps to strengthen its engagement in Central Asia, avoiding an operational mode that gives the highest priority to maintaining the stability of existing regimes in the name of a variety of considerations such as the remote possibility of a diversification of our gas supply or the establishment of military bases to supply the European forces in Afghanistan.
In its new approach the EU must act as a mediator in order to ensure that fundamental human rights are respected by Central Asian governments and that there is real regional cooperation between the countries of Central Asia. Equally important in monitoring these objectives will be the establishment of an
EU-Central Asia parliamentary forum."@en1
