This resolution invites Member States to lift the transitional barriers imposed on Bulgarian and Romanian citizens and points out that the right to live and work in another EU Member State is a fundamental aspect of EU citizenship. In this regard, it sends out a positive political signal. However, the resolution supports the Commission proposal aiming to allow Member States to justify that barriers be maintained whereas the resolution that my group and I have proposed calls for these barriers to be lifted by the end of 2011, in accordance with the accession timetable. We cannot, in today’s European Union, let the free circulation of capital come before workers’ right to freedom of movement and freedom of establishment. The regression in citizens’ rights that is occurring in Europe is shameful."@en1
