"Decent prison conditions are essential in a union of States governed by the rule of law, as is the European Union. Detained persons must enjoy the same fundamental rights as those citizens who are not detained. Unfortunately, prison living conditions in many Member States are deplorable. Overcrowding and suicide are too often the case in Europe’s prison facilities. To improve prison living conditions, the Commission must propose new legislation guaranteeing protection of the fundamental rights of European detainees and restricting the use of pre-trial detention. The Member States are also called on to increase funding for prisons. It is vital to improve living conditions for detainees, as the social integration of offenders starts in prison."@en1
