"There is no doubt that the basic premise of this report is highly commendable. However, it contains sections with which I do not agree. The first critical issue regards the fact that the changes to the European Maritime Safety Agency (EMSA) rules will open up the possibility of Europe offering technical and scientific assistance on maritime safety issues to accession and neighbouring countries. This means that Turkey could benefit from assistance from the EMSA, something I cannot approve of. The second issue I do not agree with is the transfer of power from the Member States to the Commission in the Agency steering committee. I therefore voted against the report."@en1
