"We can say that transparency is the essence of democracy and should be at its service. As an example of democracy in action, the European Union felt the need to demonstrate to its citizens that it has nothing to hide, so it adopted its first regulation on transparency 10 years ago. This report, drafted by Mr Cashman, concerns the proposal for a regulation of the European Parliament, the Council and the Commission regarding public access to the documents of the EU institutions. Access to information and the documents of public bodies – while it can be embarrassing at times – is a fundamental right of the public and should be treated as such. Nevertheless, there is a need to safeguard a level of confidentiality on certain subjects, both for personal and copyright reasons, and to prevent those with privileged access to certain information from making improper use of it. I voted for this report, because I believe there should be transparency on all the decisions of public bodies, provided that exceptions remain – as they seem to be – safeguarded: classified and confidential documents, and those relating to private life under the terms of the Statute for Members and the Staff Regulations."@en1
