"As we are all well aware, public access to official EU documents is a very important issue for the transparency of European institutions and other EU agencies. I welcome the ideas from the rapporteur and especially the tenacity with which he supports them, as it is the second report on this topic due to the stalemate that occurred after the first report was adopted. First of all, it must be highlighted that public access to EU documents increases the level of transparency of the EU institutions, with the upshot of a higher level of public confidence and a sense of closeness to the EU. I am pleased to see that the report contained a number of ambitious amendments to the Commission’s proposal. The suggestions made offer citizens wider access compared with the Commission’s text, which ignores some aspects of the jurisprudence of the CJEU (for example, in the Turco v. Council case). Secondly, the definition chosen for ‘documents’ is much more suitable than the Commission’s definition. Third-party documents held by institutions must be accessible under the current system which has worked fairly well. I also support the document classification system proposed by the rapporteur and I think that it is adequate for maintaining the level of protection required to ensure the smooth operation of EU institutions."@en1
