lpv:translated text	"Competition policy is an essential tool to enable the EU to build a dynamic, efficient and innovative internal market and to be competitive on the global stage. Protectionism and non-enforcement of competition rules, however, may deepen and prolong the crisis. Cartels remain the most serious threat to competition, consumer welfare and the proper functioning of markets. We cannot accept them even during an economic crisis. The temporary regime applicable to state aid has been positive as an initial reaction to the crisis, but it cannot be prolonged unduly. Temporary measures and exemptions must end as soon as possible and as soon as the economic situation allows it, otherwise the situation may not be sustainable. A new, permanent regulatory system for the application of state aid rules is necessary in order to tackle the flaws found in the pre-crisis legal system, in particular as regards the financial sector, as well as to remedy distortions created during the financial and economic crisis."@en1
