"Madam President, one of the fundamental objectives of the Europe 2020 strategy is to reduce greenhouse gas emissions and to make the Union a global leader in the field of green technologies. In view of the current economic crisis, this objective is extremely ambitious and difficult to achieve. Therefore we should appreciate that we have an effective tool which can help us in this regard, namely Intelligent Energy for Europe. During the decade it has been in operation, we have seen very clearly that the principles adopted within the framework of this programme, as well as its mechanisms of action, contribute to greater energy efficiency, promote renewable energy sources and, above all, enhance the exchange of experience between scientists and experts in the field. It is well worth our while to ensure that this experience is not wasted. It is important that the new version of the programme is open to new technological and fuel opportunities which have appeared recently and which make it possible for some Member States, in particular those where changes are urgently needed, to bring about a real reduction in CO
emissions. An example of a new source of energy of this kind that will improve Europe’s energy independence and which is worthy of attention is the shale gas deposits recently discovered in Poland.
The success of the current version of the programme lies in the fact that each project that is funded and implemented can be verified and evaluated in terms of its quantifiable results. Credit for this success goes to the experts and professional teams working in the affiliated implementing agency. It might be worthwhile considering whether this experience could be transferred to other instruments and mechanisms in order to increase the effectiveness of the measures taken by the Union and its Member States with a view to smart and sustainable development."@en1
