"The White Paper on Transport aims to improve the quality of transport in Europe. Mobility plays a key role in the internal market as it is a prerequisite for development and economic growth. While, on the one hand, the challenge is to develop sustainable transport, on the other, we must aim to build an efficient intermodal transportation network.
Much remains to be done to ensure that the transport system is truly competitive in all areas and there are many issues and difficulties, especially in the road transport sector, which, in some countries, is one of the cornerstones of production and the economy. In this regard, I would like to see the creation of an authority responsible for road transport, which would be able to promote the harmonisation of Member States in this regard: for example, with respect to environmental sustainability, safety, training and professional certification, and which would supervise the process of liberalisation and resolve the challenges of the sector, in a manner similar to what is to be done in the railway sector."@en1
