"Mr President, the elimination of barriers to the free movement of people, goods, services and capital is our long-term priority. For this reason, I support the European Commission’s effort to create a single European transport area. However, an important precondition for this is the comprehensive and effective interlinking of transport networks across the EU, and the creation of a coherent multimodal network. I consider it right in this regard that the White Paper makes mention several times of the differences between the eastern and western parts of the EU in transport infrastructure.
On the other hand, however, I feel that the White Paper and the Commission’s activities in general lack specific measures for eliminating these differences. The Commission’s activities in the transport area appear to me rather incoherent on this count. I was expecting the Commission to come up with a solution in the form of the proposed infrastructure fund for eliminating the differences in transport infrastructure between eastern and western areas. The fund disappointed me greatly, however, as most of the support is again concentrated on the old Member States, although it takes EUR 10 billion from the Cohesion Policy, which is intended primarily for the weaker regions. This is not only a major disappointment, but a fatal error in terms of European integration."@en1
