"The Cashman report on public access to documents of the European institutions takes into account a fundamental value enshrined in the Treaty, which is that of transparency. The conditions laid down for the implementation of this right can be found in Regulation (EC) No 1049/2001, which is to be amended by this legislative procedure. In its proposal, the Commission assumes an ‘open’ position, which I think the rapporteur wishes to extend far beyond the goal of transparency, placing at risk the protection of personal and sensitive data. Mr Cashman also defines as a ‘document’ any information or content which in some way relates to the policies, measures and decisions of any EU institution, also including preparatory, confidential and informal documents, that is to say, any piece of information. The ‘space to think’ is thus reduced to a minimum. I believe that the value of transparency and the democratic participation of citizens in the life of the institutions is of fundamental importance but this should be reconciled with other fundamental values, such as the protection of personal and sensitive data, and should concern official documents, but not ‘the procedure …"@en1
