lpv:spoken text	"We need a full assessment of counter-terrorism policy within the EU. In recent years, the need for an effective policy in this area has become vital. However, we need a full evaluation of what impact these measures have for democratic scrutiny and civil liberties, and we also need to look at the cost-effectiveness of EU counter-terrorism policy. I support calls for the Commission to draft a report on the financial implications of the policy by looking at how and where the money is spent. I also believe it is important to examine budget lines created since 2001 relevant to counter-terrorism research funding."@en1
