Although these attacks occurred on American soil, preparations for them were made in part in Europe, and other attacks have occurred since then on European soil. The EU is a potential target and the safety of its citizens is a major concern. The report presented today in plenary on the EU Counter-Terrorism Policy ‘welcomes’ the Commission communication and its four strands for the future: prevention of acts of terrorism, protection of people and infrastructure, pursuit of terrorist movements and the capacity to respond to post-attack situations.
