"Parliament is right to call for an immediate investigation of all reports of fraud and intimidation in the Russian elections held on 4 December, and welcomes the recent demonstrations as an expression of the will of the people. The running of the election showed that Russia does not meet election standards as defined by the Organisation for Security and Cooperation in Europe (OSCE). I should like to express my deep concern at the preliminary findings of the OSCE report on procedural violations such as fraud, lack of media impartiality, harassment of independent monitors, and lack of separation between party and State. The registration process led to the exclusion of several opposition parties and has seriously undermined freedom of association, political competition and pluralism from the outset. I therefore call on the President of the European Council, the President of the European Commission and the High Representative of the Union for Foreign Affairs and Security Policy to raise the issue at the upcoming EU-Russia Summit on 15 December."@en1
