"Mr President, several EU countries have adopted measures to restrict the use of phosphates in detergents. Phosphates are synthetic substances that are found in detergents used in households, automatic washing machines and dishwashers and, once used, they end up in our water systems. Here they cause excessive growth of algae that produce toxins and kill fish and plants. The measures that have been taken by countries to restrict the use of phosphates are ineffective, however, because the washing machine and automatic dishwasher loads are covered by mutual recognition. A pragmatic way of solving this problem is to adopt regulations on the permitted amount of phosphorus in detergents used in washing machines and automatic washing machines in units by standard load. Adopting such harmonised rules would then help us to proceed in a uniform manner when dealing with third countries as well. This would protect us, the European Union, as a whole."@en1
