"Madam President, Commissioner, the European Neighbourhood Policy has our warm support, especially in the light of the new course that is now being steered. I will focus on one small aspect of it, namely ENPI, the instrument for cooperation across the EU’s external borders. This concerns small-scale joint projects, sometimes involving cooperation between hospitals, sometimes involving cooperation between universities, projects which involve tangible contact between individuals. For the 2007-2013 period, we have siphoned money away from the Regional Fund for ENPI. As part of a parliamentary study, a hearing, we have examined how well it has been functioning and concluded that it is barely functioning at all. We are also aware that the emphasis has been on capital cities, in particular, and that people in the regions, who are our partners, have had a tough time catching up with the cities. In recital 8, the report clearly indicates that, in the future, we need to employ more of those ERDF and Interreg cooperation methods. That is a very important signal, in my view. We simply need to pick that up in order to improve efficiency, as well as flexibility. These are, therefore, things that can be implemented very easily. The Polish Presidency said something similar, just now, in its conclusions. You, therefore, have our support for this approach, but the ENPI does need to find a better way of functioning and one that is more cross-border-oriented. Our policy is not that capital cities should take centre stage, but the very projects that are closest to the people. Commissioner, how are we going to tackle this? I am a member of the Committee on Regional Development and would like to develop this further with you in the next regulation. We were able to work under an enhanced procedure this time around and I am given to understand that Mr Brok and his people will allow us to do that again."@en1
