"Madam President, we in the Committee on Employment and Social Affairs focused more in the opinion which I prepared on the countries of North Africa, bearing in mind that, if we get on well with our neighbours and take care of them, it is as if we are taking care of our own home and our own family. We highlight the economic, social and education reforms on which we need to focus in order to help these communities. We also highlight the fact that the social partners need to step up their action. Finally, illegal immigration needs to be controlled and we need to prevent a ‘brain drain’. We also need to correlate and link the financial aid given by the European Union with whether or not these countries respect our positions on employment regulations.
To close, I should like to propose an observatory. A few days after I drafted my opinion, the European Training Foundation met in Rome and it was common ground that an observatory would be a very helpful instrument in connection with what is happening and how we can help North Africa."@en1
