"Mr President, Mr Bütikofer makes my own argument for me. This is indeed all happening in NATO so why is the European Union trying to do things? Why is the European Union trying to replicate NATO? Why is it setting up institutions which merely duplicate those which already exist at NATO? The great merit of NATO, however, is that it is an intergovernmental alliance, and sovereign nations can choose whether or not they participate in particular operations. That is the great difference. And we do not have pooling and sharing; we have common command arrangements when there are NATO operations. There are very limited pooling and sharing capabilities, and I have mentioned one of them and that is the AWACS (Airborne Warning and Control System). We saw what happened to the AWACS in the Libyan crisis, so we have to be extremely careful about this. What we need are solid, reliable allies. When the going gets tough, they have got to turn out, even when it is politically difficult. They have to come up with the fighting capability and they have to be prepared to stick it out. That is what we want to see."@en1
