"The report presented was high quality and I voted in favour of it, since it deals with a subject that is very sensitive, that of non-tariff barriers, in the climate of financial crisis that Europe is currently experiencing. Companies, European exporters, analysts and the Commission have identified non-tariff barriers as a growing hindrance to free access to partner countries’ markets; other than duties, these are trade restricting measures that limit imports. There are two main types: direct price influencers such as export subsidies or drawbacks, and indirect price influencers such as import licensing. These are measures therefore of a potentially legitimate nature, but are often misused. The Commission must act proactively to reduce the impact of these barriers on the capacity of European businesses to access foreign markets. In this context, the European Union should address the issue with a holistic strategy, reviewing trade measures, in order to remove illegitimate barriers and pay particular attention to current and future free trade agreements, making sure that there is sufficient reciprocity in market access and also making provision for bilateral safeguard mechanisms which include appropriate corrective measures."@en1
