"I voted in favour of this report because a directive on a single residence and work permit is one of the first important steps forward in European Union migration policy. We have attempted to reach the best possible solution that would be acceptable for all third-country workers legally residing and working in European Union Member States and, consequently, there have been rather lengthy discussions and negotiations with the Council. Unfortunately, we have failed to find a solution in the European Parliament itself regarding the inclusion of individual categories of workers in the scope of this directive, i.e. the inclusion of seasonal workers, workers transferred within a company and asylum seekers. As a result, this directive will not be the framework directive that was supposed to facilitate administrative procedures and regulate the arrival of third-country workers and their employment in EU Member States. This directive therefore does not entirely strengthen the principle of legal equivalence for third-country workers. Although agreement could not be reached on all issues, provision was made in the final agreement on this directive for the portability of pensions and the right of third-country workers to vocational training."@en1
