"The single permit was a commendable initiative at first. Today’s vote is a step forward, but the directive is still far from the idea we had of a framework directive. The single permit should, in fact, have been the framework directive for an immigration package, establishing the same conditions for all according to the principle of equal treatment, without excluding categories of workers. Yet the risk here is that we will have a fragmented labour market: equal treatment comes with many exceptions, and certain categories of workers are excluded from the scope. The outcome is therefore mixed, but the current negotiations on sector-based directives following on from the single permit are ongoing, and give us the opportunity to do better. We in the European Parliament are today advocating a progressive vision of the right to free movement and social rights for a particularly vulnerable category: that of seasonal workers. This immigration package will not represent progress unless it includes improved living and working conditions for third-country workers."@en1
