"The aim of Draft amending budget No 7/2011 is to mobilise the European Union Solidarity Fund (EUSF) for an amount of EUR 38 million in commitment appropriations, so as to mitigate the effects of the earthquake that devastated Spain’s Murcia region, and the floods in Italy’s Veneto region. The objective of the funds mobilised through the EUSF is to contribute to the repair of infrastructure; it is not to be used as a refinancing tool, or to compensate damage to private property. This report approves the Council position on Draft amending budget No 7/2011, formally incorporating this budgetary amendment into the 2011 budget. In view of the need for the EUSF to be mobilised rapidly, and of the fact that, in the case of the Veneto region, it has only been mobilised 13 months after the torrential rain, this report calls on stakeholders in the Member States, at local and regional level, and on the national authorities to improve assessment of needs and coordination for potential future applications to the EUSF, with a view to accelerating the mobilisation of the EUSF.
