"Madam President, I voted in favour of this legislative proposal because, in the now notorious financial crisis that has led to social and economic tensions around the world, several Member States are facing budget constraints that might prevent them from meeting their commitments in cofinanced financial programmes.
The report therefore recommends temporarily increasing the maximum Union cofinancing rate for programmes now running. That would enable Member States receiving support under the European Financial Stabilisation Mechanism to continue to receive aid without additional commitment appropriations. These States, including Greece, Ireland, Portugal, Latvia and Romania, could at last benefit from a measure that would speed up their recovery from the crisis, at least in certain key sectors for their economies."@en1
