"Mr President, on behalf of the Committee on Budgets, I should like to request that, before the single vote is held, you put to the vote in plenary an amendment that was unanimously adopted last night by the Committee on Budgets. The amendment was tabled at a late stage, and we were unable to translate it into all the languages due to a lack of time. We had no other option, however, and it is a very important amendment in political terms.
Indeed, following the agreement reached last week in trialogue on the financing of the ITER project, the Council – as we learnt yesterday afternoon – adopted this agreement unanimously, but with a unilateral declaration signed by six Member States, which gives the agreement a completely different interpretation from the one given to it by Parliament’s delegation. Therefore, the Committee on Budgets felt it necessary for Parliament to reiterate its interpretation formally this morning, because we would not have reached this agreement in trialogue without it.
In the light of these facts, I call for the application of Rule 161(3) of the Rules of Procedure, under which this amendment, though belated, may be put to the vote due to exceptional circumstances."@en1
