"Madam President, the aim of the Directive is to facilitate and enhance the protection of crime victims, avoid new criminal acts and mitigate the consequences of previous criminal acts.
We welcome the initiative to protect victims of violence, which must clearly be brought to a conclusion from a legal perspective. The protective measures adopted in one Member State must be recognised, managed and enforceable. Thanks to this system, a protected person will be able to avoid parallel proceedings in individual Member States. There should also be appropriate mechanisms for preventing the repetition of a criminal act or the perpetration of another possibly more serious crime. Criminal acts are often repeated in the case of gender-based violence, although this also occurs with other forms of criminal act, such as human trafficking or sexual abuse of minors, for example. Perpetrators of criminal acts can move freely within the EU. It is therefore necessary to enable the scope of application of protective measures adopted in one Member State to be extended in order to protect the victim of a criminal act who wishes to exercise the right to freedom of movement. If this is not done, victims of criminal acts will face a tough choice between surrendering the right of an EU citizen to freedom of movement and surrendering the right to protection.
