"Mr President, the Commissioner must excuse us if some of us feel outrage at the existing agreement. You only have to look at the evaluation study to recognise its faults. The study makes absolutely clear that this is the least successful of all the bilateral fisheries agreements agreed by the European Union. It is one under which our taxpayers are paying EUR 36 million a year – for what? Very little. The fish we land does not even end up in the European Union: it goes down to Africa or gets sold on to the Asian market. The ship-owners – there are 80 ships, more or less, on a constant basis there – are paying just EUR 2 million. That is a subsidy of extraordinary proportions. Not surprisingly, when we look at the issue of sustainability and we recognise that these fishermen are fishing in waters which are described as ‘fully-exploited’ or ‘over-exploited’, there are questions here about the whole sustainability aspect. I think we can have confidence that the Commissioner will do her very best to negotiate a new arrangement which meets the criteria of sustainability and the social requirements referred to in the declaration. She can also have a smile on her face, as she was not responsible for negotiating the appalling arrangement we have in place at the moment."@en1
