"By 2013, all Member States’ customs are supposed to introduce the same IT equipment, and because they will not manage to do so, it is proposed that this date be postponed. Firms also state that it will be difficult for them to adapt to the new rules so quickly. This proposal has been submitted to the Commission. I believe that this is an important tool for streamlining and truly harmonising customs procedures in order to contribute to the strengthening of the European economy. I also support the view that the widespread use of simplified customs procedures for imports, which are aimed at reducing customs formalities and control before the release of goods, is one of the key elements of the EU’s customs policy. Over 71% of all customs procedures have been simplified, but those procedures have led to unjustified levels of losses to the Union budget and breaches in the EU’s trade policy. European economic competitiveness is of paramount importance, especially with a view to revitalising the internal market. Customs has a significant role to play in improving and influencing competitiveness as the simplification of customs legislation and promotion of electronic customs stimulate economic growth. In order to fulfil its potential, customs has to be modern, cooperative, responsive and active."@en1
