"The report considers that a flexible, simple and functional customs system is essential for facilitating the flow of goods and trade within the internal market, especially for small and medium-sized enterprises. We do not support this concept in its entirety, since it does not always take account of basic national interests and products, such as agriculture and other food-related areas. However, we agree that the modernisation of the customs strategy and customs instruments in the EU requires a budget that is sufficient for developing a policy on functional, efficient and simplified customs procedures. Member States should ensure that resources keep pace with the ever-expanding responsibilities of customs, and adequate funding under the budget for customs procedures and processes, particularly for developing computerised systems, is essential for the customs modernisation that is needed. Customs must therefore focus on using the limited resources available to reduce risks, to ensure the protection and safety of the market and society, and to maintain border protection at the EU’s external borders. We abstained from the vote."@en1
