"The HIV/AIDS epidemic has been a priority issue for the European Union. The EU is committed, above all, to promoting preventive measures and public awareness, improving monitoring facilities, forming networks among important participants in the fight against HIV/AIDS and encouraging the spread of good practice
Unfortunately, the number of HIV infections is rising at an alarming rate, particularly in Eastern Europe, and is accompanied by a great number of cases of infected sufferers who have not yet been diagnosed. In response to this, the present motion for a resolution makes an urgent call for cooperation across borders and disciplines to combat the epidemic. Special attention must still be paid to the problems faced by the countries neighbouring the EU, bearing in mind that HIV/AIDS and other sexually transmitted diseases know no frontiers.
I am sorry that the present resolution includes a reference to abortion and emergency contraception. As I understand it, these matters fall outside the purport of the present resolution and raise extremely delicate moral questions. I therefore voted against that paragraph and consequently abstained from the final vote on the resolution."@en1
