"We have adopted the ‘six-pack’, and the two new regulations proposed by the Commission last week further emphasise fiscal and budgetary discipline and supervision by the EU institutions. Quite rightly, we need to go back to having rules on budgetary discipline, and procedures must be automatic. However, we cannot forget growth, because if we straightjacket our state budgets through unbending rules, while also requiring rigorous structural reforms, then, at the same time, we have to bring in measures to stimulate growth. Otherwise, in overall terms, Europe or many Member States risk falling into recession. Amidst all this, we cannot forget the relationship with our citizens and that is why, in the report by Ms Berès on the European Semester, we are asking for greater involvement from the national parliaments and from this House. That is because what this crisis has shown, above all in the search for responses, is precisely the lack of unity and political leadership and the democratic deficit with our citizens."@en1
