"The expansion of the EU means that the Kaliningrad area in the Russian Federation has become an enclave within the EU. Around 1 million people live in three districts completely surrounded by EU territory. These people now encounter stringent transit and visa requirements when they wish to travel to Poland or to the main part of Russia. Council Regulation (EC) No 1931/2006 sets down rules for local border traffic and external land borders of Member States (relating to a zone of 30 km) that are an exception to the provisions of the Schengen Agreement. In order to implement this regulation, the affected countries can conclude bilateral agreements with neighbouring third countries in order to take the special conditions sufficiently into account. The EU has introduced initiatives in an effort to make it easier for those living in the area to commute between Kaliningrad and the Russian mainland. Thus far, however, these initiatives have proven inadequate. Poland and the Russian Federation have now petitioned for an amendment to Council Regulation (EC) No 1931/2006: as an exception, the border area is to be extended to 50 km so that the whole Kaliningrad area would be designated a border area. The Commission recommends that the regulation should be amended accordingly. I have also voted in favour."@en1
