"The Kaliningrad enclave is the only one on European Union territory. In 2006, the Council and the European Parliament adopted a regulation laying down rules on local border traffic at the external land borders of the Member States, which enables Member States to derogate from the general rules on border checks laid down in the Schengen Borders Code for persons living in a border area. Under the regulation, Member States may conclude bilateral agreements with neighbouring countries that are not members of the European Union. Local border traffic makes life much easier for persons living close to external land borders. There is little evidence of abuse. Applying the rules that are normally used to define border areas would artificially divide this enclave. This text authorises the enlargement of the ‘border area’, thereby facilitating and increasing the amount of economic and cultural exchanges between Kaliningrad, on the one hand, and the main centres in northern Poland, on the other. I voted in favour of this modification to the regulation as I believe that European legislation and regulations must be adapted to the realities on the ground."@en1
