"We voted for this report by a Cypriot Member of this House from our political group because we believe it gives a positive response to a specific matter. The fact is that the Kaliningrad region of the Russian Federation became an enclave within the EU as a consequence of the EU enlargement in 2004 and since then, has had all its ties with its neighbours considerably circumscribed.
There have been a number of EU initiatives in recent years aimed at facilitating the movement of Kaliningrad residents, such as the Facilitated Transit Document and the Facilitated Rail Transit Document, which have simplified travel between Kaliningrad and mainland Russia. In 2007, an agreement was also signed between the EU and Russia on visa facilitation, which facilitates the issuance of short-term visas for all Russian nationals travelling to Schengen countries. However, given the specific geographical situation of Kaliningrad, such initiatives have proven insufficient in addressing the marginalisation of Kaliningrad and its residents. This is why both Poland and the Russian Federation have called for amendments to the local border traffic regulation, taking into account the specific situation of the Kaliningrad region."@en1
