"On 20 December 2006, the European Parliament adopted Regulation 1931/2006 which set rules regarding local border traffic at the external borders of Member States. This regulation aimed to prevent barriers to trade, social and cultural interchange or regional cooperation. The Kaliningrad region of the Russian Federation lies within this Schengen region as a result of the EU enlargement in 2004 and since then, it has lost all of its previous ties with its neighbours. There have been many regulations easing the border and travel restrictions between Kaliningrad and the rest of Russia; however, such initiatives have not been successful. Due to this situation, Kaliningrad and Poland have both called for amendments to be made to the local border traffic regulations in order to make the entire Kaliningrad region a single border area. I support the rapporteur and believe that this amendment will allow for improved regional cooperation. Furthermore, this move will also benefit Poland’s tourism sector since the amendment will allow for easier access to local border traffic permits."@en1
