lpv:translated text	"I voted in favour of the report on the inclusion of the Kaliningrad area and certain Polish administrative districts in the eligible border area. Since 2004, with the enlargement of the EU by 10 countries including Poland, the Kaliningrad region has become a Russian enclave within the EU, which has brought about a profound change in living conditions for local citizens. The initiatives put into action have so far not led to a significant reduction in the marginalisation of the inhabitants of the region in question and the region itself; there was therefore an objective need to remedy this situation. I therefore agree that it is worthwhile amending the regulation on local border traffic. This would prevent the fragmentation of the region into various different districts and thereby enable the inhabitants of the region to enjoy facilitations for local border traffic. Accordingly, since I think easing the movement of people – as well as cultural, social and economic exchange – in this area is a good idea, I have voted in favour."@en1
